Not all flat roofing is the same. Three systems dominate in OC’s climate:
TPO (Thermoplastic Polyolefin) is the most common flat roofing system in 2026 for both residential and commercial in OC. TPO membranes are heat-welded at seams, which creates a watertight joint stronger than the membrane itself. White and light-colored TPO reflects solar heat, making it fully California Title 24 cool roof compliant by default. Lifespan: 15–25 years depending on thickness (45, 60, or 80 mil). Modified Bitumen is a multi-layer system that uses SBS or APP modified asphalt applied in torch-down, self-adhered, or cold-applied installation methods. It’s more forgiving over irregular surfaces than TPO and provides excellent puncture resistance — making it well-suited for flat roofs with foot traffic or mechanical equipment. Lifespan: 10–20 years. Granulated cap sheets in white or aluminum provide Title 24 compliance. Best for: older OC homes with irregular deck conditions, rooftop equipment.
Built-Up Roofing (BUR) — the original “tar and gravel” flat roof — is still found on many older OC commercial buildings. Modern BUR systems use alternating layers of bitumen and reinforcing fabrics topped with aggregate surfacing. Lifespan: 15–25+ years. Best for: commercial re-roofing where weight is not a concern and a proven multi-layer system is preferred.
California Title 24 Cool Roof Requirements for Orange County
This is critical for every flat roof replacement in Orange County: California’s Title 24 Energy Code requires that all low-slope (<2:12) roofing replacements in residential and commercial buildings meet minimum solar reflectance and thermal emittance standards.
