What to Ask Before You Sign: 12 Questions Every Orange County Homeowner Should Ask Their Roofer in 2026

Choosing a roofing contractor in Orange County is one of the most consequential home decisions you will make. In 2026, with material costs higher than ever, California’s insurance market demanding more from homeowners, and an influx of unqualified contractors across Irvine, Anaheim, Huntington Beach, Newport Beach, Fullerton, Costa Mesa, Laguna Beach, Santa Ana, Yorba Linda, Mission Viejo, and Laguna Niguel — walking into a roofing project without asking the right questions is a risk no OC homeowner can afford.

The difference between a roofing project that protects your home for 30 years and one that fails in five often comes down to the conversation you have before signing the contract. These 12 questions will tell you everything you need to know about any roofing contractor before you commit a single dollar.

We back every project with a 30-Year Labor Warranty and 50-Year Material Warranty. We wrote this guide because we want every OC homeowner to make an informed decision — whether they hire us or not.

Question #1: Can You Show Me Your California C-39 Roofing License Right Now?

This is not optional and it is not rude to ask. Every roofing contractor performing work in California is legally required to hold an active C-39 Roofing Contractor license issued by the California Contractors State License Board. No exceptions.

Do not just take their word for it. Pull out your phone, go to cslb.ca.gov, and verify the license number they give you in real time. Confirm three things: the license status is active, the classification is C-39, and the business name on the CSLB record matches exactly what appears on their estimate and business materials.

An unlicensed contractor cannot be pursued through the CSLB’s enforcement process when something goes wrong. If a worker is injured on your property and the contractor has no workers’ compensation coverage, California law can hold you personally financially responsible. The 30-second license check at cslb.ca.gov is the single most important consumer protection step available to you.

Question #2: Do You Carry Workers’ Compensation and General Liability Insurance — And Can I See the Certificates?

Verbal confirmation is not enough. Ask for the actual insurance certificates before any work begins. The certificates should be current, name the contractor’s business entity, and show both Workers’ Compensation coverage and General Liability coverage of at least $1 million.

Workers’ Compensation is particularly critical. If a roofing crew member is injured on your property and the contractor carries no workers’ comp, California courts have consistently held homeowners liable for medical costs and damages in these situations. It happens to OC homeowners every year — and it is entirely preventable by reviewing a certificate before work starts.

Question #3: What Manufacturer Certifications Do You Hold?

Manufacturer certifications are not marketing labels — they are documented credentials that require verified licensing, insurance, installation training, minimum project volume, and ongoing customer satisfaction standards. They also unlock significantly stronger warranty coverage than standard contractors can offer.

The two most important certifications in residential roofing are GAF Master Elite®️ and CertainTeed SELECT ShingleMaster™️ Premier. Fewer than 3% of roofing contractors in the United States qualify for GAF Master Elite®️ status. A contractor holding this certification can offer the GAF Golden Pledge®️ warranty — a non-prorated warranty covering both materials AND workmanship for up to 25 years, backed by GAF itself.

Ask every contractor you interview what manufacturer certifications they hold and verify those certifications directly on the manufacturer’s website. Cali Roofing Solutions holds both GAF Master Elite®️ and CertainTeed SELECT ShingleMaster™️ Premier certifications simultaneously — one of the most credentialed residential roofing contractors serving Orange County and Los Angeles County.

Question #4: Will You Pull the Required Building Permit?

Full roof replacement requires a building permit in every major Orange County city — Anaheim, Irvine, Huntington Beach, Newport Beach, Fullerton, Santa Ana, Costa Mesa, Laguna Beach, Mission Viejo, Yorba Linda, Garden Grove, and the City of Orange, among others.

A contractor who suggests skipping the permit is telling you something important about how they operate. Unpermitted roofing work must be disclosed at home sale — and can derail OC real estate transactions. It gives insurance carriers grounds to deny claims. It voids GAF and CertainTeed manufacturer warranties. And cities can order complete tear-off and redo of unpermitted work at your full expense.

Ask this question directly. Ask for the permit number once it is issued. And verify with your city’s building department that the permit is active before installation begins. Cali Roofing Solutions pulls permits on every single project — it is standard practice, not an optional add-on.

Question #5: What Exactly Is Included in Your Estimate?

A legitimate roofing estimate is a detailed document — not a lump sum on a single page. Before signing anything, your estimate should specify:

  • Exact square footage and number of roofing squares being replaced
  • Specific brand, product line, color, and weight class of all shingles or tile
  • Underlayment product name and specification — not just “standard underlayment”
  • Ice and water shield application areas
  • Flashing material and replacement scope
  • Ridge cap product specification
  • Tear-off scope — how many existing layers will be removed
  • Decking repair pricing if damage is discovered during tear-off
  • Permit cost itemized separately
  • Disposal and haul-away included or excluded
  • Project timeline and estimated completion date
  • Payment schedule

If any of these items are missing or vague, ask for clarification before signing. Vague estimates are the mechanism through which material substitutions, surprise charges, and scope disputes happen after the project is underway. Question #6: What Does Your Labor Warranty Actually Cover — And For How Long?

This is the question that separates contractors most starkly — and the one most OC homeowners forget to ask until it is too late. Every roofing project involves two separate warranties:

The manufacturer material warranty covers defective products. The contractor labor warranty covers installation errors — which are, in practice, the most common cause of early roof failure. A nail driven at the wrong angle, improper shingle overlap, flashing installed without adequate sealing, starter strips omitted at eaves — these are installation defects, and the manufacturer warranty does not cover them.

Many OC roofing contractors offer 1–2 year labor warranties. Some offer none in writing. Ask for the labor warranty terms in writing as part of the contract — what it covers, what it excludes, and how to make a claim. Cali Roofing Solutions backs every roof replacement with a written 30-Year Labor Warranty — one of the longest workmanship guarantees in Orange County’s roofing market.

Question #7: Who Will Actually Be Doing the Work — Your Employees or Subcontractors?

This is a question many OC homeowners never think to ask — and the answer matters more than most realize. Some roofing companies operate primarily as sales and administrative organizations, subcontracting the actual installation work to independent crews who may change from project to project, carry their own (or no) insurance, and have no direct accountability to the company whose name is on your contract.

When you hire a contractor, you are hiring for the quality of their installation — and quality is a function of who is actually on your roof. Ask directly: are the people installing my roof employees of your company, or subcontractors? If subcontractors, are they covered under your workers’ compensation and liability policies?

Cali Roofing Solutions installs every project with our own licensed, insured employees. No unlicensed subcontractors — ever.

Question #8: What Happens If You Find Damaged Decking During Tear-Off?

Rotted or damaged plywood sheathing is one of the most common discoveries during roof tear-offs on Orange County homes built in the 1970s through 1990s. When it is found, it must be replaced before new roofing goes down — and if you have not discussed this scenario before signing, it becomes a source of conflict, surprise charges, and project delays.

Ask every contractor: what is your per-square-foot price for decking replacement if damage is found during tear-off, and how will you notify me and obtain my approval before proceeding with repairs? A professional contractor has a clear, documented answer to this question. A contractor who is evasive about it is one who may use decking “discoveries” as a revenue opportunity without proper authorization.

Question #9: Are You Familiar With My HOA’s Roofing Requirements?

This question is essential for homeowners in planned communities across Mission Viejo, Laguna Niguel, Rancho Santa Margarita, Coto de Caza, Ladera Ranch, Woodbridge in Irvine, and similar developments throughout Orange County. HOA CC&Rs frequently specify roofing material types, tile profiles, approved color palettes, and manufacturer restrictions that must be followed or the homeowner faces HOA enforcement action.

A contractor unfamiliar with your HOA’s requirements may submit a specification that gets rejected by the architectural review board, delaying your project by weeks. Ask whether they have worked in your community before, and ask them to confirm their proposed specification complies with your HOA requirements before you submit for approval. Cali Roofing Solutions is familiar with HOA requirements across Orange County’s major planned communities, including tile roofing profiles common in South OC.

Question #10: How Do You Handle Attic Ventilation as Part of This Project?

Most OC homeowners never think to ask this question — and it is one of the most financially consequential ones on this list. Inadequate attic ventilation in Southern California’s climate creates sustained 140–160°F attic temperatures that degrade shingles from below, spike cooling costs by $400–$900 per year, and void both GAF and CertainTeed material warranties.

Ask every contractor: will you assess my current attic ventilation as part of this project? Does my existing system meet California code requirements and manufacturer specifications? What would ventilation upgrades cost, and what is included?

A contractor who has no answer to this question — or dismisses it as unimportant — is not giving you a complete roofing assessment. Ventilation upgrades during a re-roof cost $500–$1,500 and pay for themselves in extended shingle life and energy savings within a few years. Cali Roofing Solutions includes a complete ventilation assessment on every free inspection.

Question #11: How Do You Handle Project Communication and Client Updates?

A roofing project on an occupied home is a significant construction event that affects your daily life for 1–5 days. Before signing, understand exactly what communication you should expect during the project: How will you be notified of the start date? Who is your point of contact if you have a question during installation? How are unexpected discoveries like decking damage communicated and approved? What does end-of-day cleanup look like, and how will you know the project is complete?

A contractor with a clear, confident answer to these questions has a professional project management process. A contractor who is vague or dismissive about communication during the project is showing you how they will handle problems if they arise.

Question #12: Can You Provide References From Recent Projects in My Area?

Online reviews tell you a lot — but a direct conversation with a past customer tells you more. Ask every contractor for 2–3 references from projects completed in the past 6–12 months in your area of Orange County. Ask those references specifically: Did the crew show up on schedule? Was the cleanup thorough, including magnetic nail sweeping? Did any issues arise, and how were they resolved? Would you hire this contractor again?

A contractor confident in their work will provide references without hesitation. A contractor who is reluctant, slow to produce references, or provides contacts who seem unfamiliar with the company is showing you something important before any money changes hands.
